SPARTA System Used for All External Funding Proposals
When seeking external support for research and other sponsored projects, a funding proposal must be entered in Sparta.
Sparta is not just for federal funding. It is also to be used for foundation funding, state awards, and contracts with industry sponsors. University personnel cannot negotiate agreements with industry until a funding proposal is entered in Sparta. In addition, a funding proposal must be entered online even when applications are made directly to a foundation.
Please consult with the Office of Research Administration or the SOM Office of Grants and Contracts if you need assistance entering a funding proposal online.
The Wellcome Trust is a UK-based organization that funds research to improve human and animal health. The Wellcome Trust supports research conducted outside the UK where research develops international partnerships, or focuses on biomedical or clinical medicine in developing countries.
CWRU researchers who receive requests for information that invoke the Freedom of Information Act (FOIA) should contact the Office of General Counsel. This should be done immediately so the extremely short deadlines under FOIA can be met. General Counsel can work with the faculty member to take steps to protect proprietary or confidential information from grants and protocols prior to the release of the requested information. Individual researchers should not release information without first consulting with the CWRU Office of General Counsel.
New Facilities and Administrative (F&A) Rate for Use in Proposals
Negotiations with the Department of Health and Human Services (DHHS) regarding the University’s F&A rates have concluded. DHHS has approved a (3) three year F&A rate of 58.5% for CWRU, which is a 1.5 percentage point change from our previous rate of 57%. This rate will be effective through June 2016.
The new F&A rate should be used when preparing proposal budgets for awards with an anticipated start date of July 1, 2013 or after.
The Ohio Clinical Trial Collaborative OCTC is developing partnerships with the drug industry to include Biotech and Pharmaceutical industries to perform clinical drug trials phase I-4. The OCTC is a network of Ohio based hospitals led by working groups in areas such as neuro oncology, pediatrics, infectious disease, and neuroscience. The OCTC was launched at the BIO2014 which was attended by 15,000 biotech and pharmaceutical executives in San Diego resulting in numerous leads for potential drug trials.
The OCTC has plans to attend additional biotech and pharmaceuticals shows. The OCTC is looking for additional working groups interested in developing a sell sheet that can then be searched on the World Wide Web and will begin sales and marketing activities to identify opportunities with industry. If there are companies that individuals would like OCTC to target, the group welcomes that feedback.
