NIH Posts Reminder of Its Policy on Application Compliance

The National Institutes of Health (NIH) recently released a notice to remind applicants, both investigators and grants office officials, that to be fair to all concerned the NIH needs to consistently apply standards for application compliance.

In part, the notice states that NIH may withdraw any application identified during the receipt, referral and review process that is not compliant with the instructions in the SF 424 (R&R) Application Guide, the Funding Opportunity Announcement, and relevant NIH Guide Notices.

Examples of reasons an application may be withdrawn for non-compliance include:

  • inclusion of biosketchs that do not conform to the required format
  • applications that do not conform to page limit requirements
  • applications submitted as new but containing elements of a resubmission or renewal application
  • applications submitted after 5 pm local time

NSF Announces Automatic Compliance Validation Checks on Proposals

The National Science Foundation (NSF) recently announced that proposals submitted in response to Program Solicitations in FastLane will undergo a series of automated proposal compliance validation checks to ensure they comply with requirements outlined in the Proposal & Award Policies and Procedures Guide (PAPPG) (Chapter II.C.2. of the Grants Proposal Guide (GPG)). These checks will automatically validate a proposal for compliance against proposal sections per type of funding mechanism. For example, an error message will appear if a project description or budget are not provided in proposals submitted in response to a Program Solicitation.

Checks will be triggered when proposers select the Check Proposal,Forward to SPO, or Submit Proposal functions. Depending on the rule being checked, a warning or error message will display when a proposal is found to be non-compliant. If an error message appears, the proposal cannot be submitted until it is compliant.

Please note that these automated compliance checks will not be conducted on proposals submitted to NSF via Grants.gov.

New Facilities and Administrative (F&A) Rate for Use in Proposals

Negotiations with the Department of Health and Human Services (DHHS) regarding the University’s F&A rates have concluded. DHHS has approved a (3) three year F&A rate of 58.5% for CWRU, which is a 1.5 percentage point change from our previous rate of 57%. This rate will be effective through June 2016.

The new F&A rate should be used when preparing proposal budgets for awards with an anticipated start date of July 1, 2013 or after.

National Institutes of Health – National Institute of General Medical Sciences (NIGMS)

The NIH National Institute of General Medical Sciences (NIGMS) has released a RFA for the Maximizing Investigators' Research Award (MIRA) , a pilot program that will award a single grant to provide support for all of the research in an investigator's laboratory that is related to the mission of NIGMS. Within the scope of the MIRA grant, investigators will have the freedom to explore new avenues of inquiry that arise during the course of their research. MIRA grants will generally be for 5 years for both established investigators and new and early stage investigators.
